少一点限制,多一点人文,让新加坡变得更漂亮?


新加坡选民在即将来临的大选,不只是要选一个新的国会,同时,也要考虑我们要怎么样的生活。我们没有世界第一的国会,我们也没有世界第一的人文素养。这样的生活是我们要的吗?我们继续追求物质,而忽视本身的生活素质,对得起自己吗?

拥有世界第一的人均个人国民所得,却在民主,人文素质上自愿落后,不求进步,这样的新加坡会变得更漂亮吗?一个包容,公开,接受不同意见的新加坡是不是真的是阻碍新加坡朝人文社会迈进的阻力,非大力加以制止不可。

但是,一个更高人文素质的新加坡,却必须依赖一个比较民主的社会结构,缺少这个因素,人文素质的种子很难健康成长。

如果,您认真的看一下新加坡的政府组织,我们根本没有一个文化部。我们的文化部已经成了历史。我们有的是一个以功利做为前提的新闻,通讯与艺术部。艺术的市场有新闻和通讯的市场大吗?当然没有,在钱途无量下,新加坡的艺术推动到底有多积极,大家可想而知了。

而艺术,也只不过是文化的一部分。而人文,却与文化有着深深的关系。我们梦想成为本区域的文化艺术中心,但是却不要求提高本身的人文素养,不让自由的种子开花结果,对吗?我们有着第一流的建筑物,基础设施,通讯设备,却不让人文素养自由发挥,限制创意,限制新闻传播和发布。我们只要提升硬件,不要提升软件,怎么能达到世界第一的生活水准呢!

这好像,我们开赌场,有很好的设施,吸引外国人来赌场赌博,但是,却限制国人前往。我们要外人学坏,限制自己人学坏,不让国人学坏。这是不可能的。要赌博的人,会考虑高或者低的入门费吗?既然,明白这个道理,有了文化基础设施,相对的自由开放也要跟着来。

工人党在这大选的提出艺术的准证不应该受政府控制,开放新闻广播,允许本地人士和私人经营,以及让讯息自由流通等等。民主党在其替代财政预算案中指出,政府利用财政工具来限制资讯,压制创意。民主党更进一步建议把通讯移到交通部,并把艺术移到新设立的社区和文化部。读者应该到这两个政党的网站看一看他们的建议。

欧洲的文艺复兴在自由主义的气氛下,开始焕发人文色彩。人文素养,生活素质也渐渐提高。我们想借耶鲁大学和国大合办博雅学院来提高人文,自由艺术的层次,谈何容易?缺少政治自由,社会开放,新闻流通不自由的条件下,博雅学院真能如愿以偿的完成这项伟大的人文任务吗?

这里要提一下,苏东坡怎么在当政者不看好的情形下,把杭州建设起来。一个弱书生,怎么搞活杭州,把杭州建设得好像天上人间一样。苏东坡对杭州的贡献,主要有6大方面:修井,赈灾, 治病 浚湖, 开河,和引水。

当年苏东坡是从民生大计出发.为杭州留下宝贵的文化遗产和物质遗产.更难可贵的是他在杭州任知州的两年时间里所写下的诗文却很少提及这方面的事情。一直到去扬州上任,才在友人的诗中回顾整治西湖的经历。 可见这位旷世奇才的博大胸怀。 苏东坡不是杭州人,但杭州人却永远怀恋他。今天,人们还可以在杭州看到他的纪念馆。

杭州因为有苏东坡而变得更漂亮,他的四行西湖诗:水光潋滟晴方好, 山色空蒙雨亦奇;欲把西湖比西子, 淡妆浓抹总相宜。他把西湖比作吴越时代的美女西施。事实上,杭州不只是中国也是世界上名列前几位最适合人类居住的城市。

历史留名,您要留下一大推建筑物呢,还是留下人文的根。英国人宁可不要印度,也要莎士比亚。中国人也有一说:宁可要红楼梦,也不要万里长城。印度和万里长城,在一定程度上都是血腥的。

新加坡选民,可要好好的想一想,我们要行动党一大推的建筑物,一大推的钱,还是要更好的生活素养和更高的生活气息。

EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. When making changes, EBRC aims to achieve 3 goals: To prevent “Out of Aljunied” for Workers’ Party.  This is the most important objective. To prevent Singapore Democratic Party making any breakthrough in the North and Central.   To look for a solution to retire “negative-asset” ministers or reduce PAP damages. From the reported claims from different political parties, we will expect multi-cornered contests not only in single constituencies but also in group representative constituencies. The PAP hopes to have a repeat of 2011 Presidential Election. Then Tony Tan won the Presidency when he got only 35% of the votes, a narrow win.However, a win is still a win. Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party. From the instructional menu of Prism Project Primer #2, participants were guided to a situation in 2022 and they have to imagine, within the Primer framework, to come out with 3 possible scenarios in Jun-Aug 2012.  2022. What a coincidence! Not long ago, PM Lee declared that he would like to hold the prime minister post for another 10 years. The other coincidence is the similarity between the 3 scenarios and the candidates of PE2011.
