全民总统之多数服从少数

民选总统选举是否能如期举行,事实上只是操在三个人手中。他们是《总统选举委员会》的三个成员。只要他们发出最少两张合格证书,总统选举就能在8月举行,否则,即使全新加坡选民想要投下一票,都没有机会,望着选举的大门而兴叹。

全国选民的眼睛竟然敌不过这三个人的眼睛。这不是变相的多数服从少数三个人吗?当然,他们是名正言顺由总理委任的,这个委任已经让他们具有法律权力,发出合格书给他们认为具有资格的候选人。他们是为民服务,在宪法下公平的执行他们的神圣职责。

无国会制衡下通过民选总统制

怪只怪当年推出民选总统制时,根本就是在没有制衡下,就顺利通过民选总统制。在国会中占绝对多数的行动党,考虑的是如何选出一个所谓民选总统来约束政府的财政,不可随意动用国家的储备。因此,它考虑的是单方面的问题,把鉴定总统候选人合格书交给这个三人的《总统选举委员会》。

这无形中,已经把选总统的第一权力,交给了这个委员会。当委员会消费完这个权力后,再由选民决定谁可以当总统。如果,我们再用我们坏脑经想一想,这个三人委员会是由总理一人委任的,那么,这个第一权力,不是落入一个人手中了吗?

低估选民的智慧

时过境迁了这么久,20多年来,选民的眼睛难道没有变得明亮一点吗?这种先入为主,先断定谁有资格成为候选人,谁有资格领到一张合格书,不是低估人民的智慧吗?难道,选民会感情用事,选个不合适的人选吗?

5月份的的大选,已经证明,选民不会随意的把票投给一个不够资格的人,政党的声望,候选人的资格和条件,都影响他的得票率。
继续为总统候选人设限,继续把合格书的权力交给总统选举委员会,不就是一而再,再而三的低估选民的智慧,选民的判断力,和一人一票的选举制度吗?

如果是这样,倒不如接纳工人党的提议,无需民选总统,回到以前国会提名总统的时代。

国家权力中心只有一个:政府

这样一来,就可避免人民的困扰:国家为何有民选总统,又有实权的总理。更不需要一直要强调政府才是国家权力的中心,总统不是权力中心。

事实上,也的确如此。国会能够以四分三的表决,废除民选总统。因此,国会,以及由执政党组成的政府才是国家的权力中心。以目前,行动党在国会的绝对优势,要通过四分三的议决案根本不成问题。所以说,民选总统不是权力中心,是有其依据,有其道理的。行动党的前部长,现任部长,还有陈庆炎腾清民选总统不是权力中心的说法,一点也没有错。

错只在选民一而再的让行动党在国会里拥有绝对的多数。现在,就连民选总统,行动党都能加以废除。当然,行动党也不会随意这么做,以免引起从怒。但是,如果让如斯道德的人当选,则就很难说了。

道德勇气,如何评估道德?

陈如斯在领取总统候选人合格证书申请表格时的声明中,表示个人决定出来竞选总统,是为了让国人有机会投选与执政的人民行动党毫无关联的总统。他说:只有这样的人才会有道德权威来履行民选总统的职务,即制衡行动党政府。在他看来,行动党政府已迷失道德方向,所以由人民直接投选的总统须拥有道德权威去指出政府失误之处。(早报)

陈如斯可能没有想到,即使他如愿获得合格书,当选民选总统,在他要制衡政府前,已经被四分三否决掉了。莫须有的原因可能是千奇百怪的。或许说,陈如斯应该用道德的劝导而不是制衡政府来得贴切。

是的,道德评估的重要性。三人的《总统选举委员会》不知是如何评估候选人在这方面的业绩,而不是只考虑,当了什么部长,上市公司老总,亿元以上的资产和生意。这些表面数据,是很容易迷惑人的。

不只是,《委员会》在衡量,考虑候选人的道德上很困难,他们还要有道德勇气,评估候选人如何在道德上维护民选总统的权力 保护国家储备的第二把钥匙。

正确的选择标准

说实在的,这种评估,最好还是由选民来做决定。因为, 不论是一人,还是三人,统计数据都太少,太小,不足以形成一个正确选择的标准。正确的选择标准还是交由选民来做决定吧!不然,《委员会》可能要吃上死猫,背上不必要的责任。

EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party.
