新加坡会成为华人社会的 民主楷模吗?


这是一个很有趣的问题。首先,我们强调的是我们是亚洲社会,虽然新加坡人口大约四分之三是华人,但是,我们是很不一样的华人,我们对华人的归属感很可能是华人社会中最低的,甚至比欧美唐人街的华人还来的低。

再次,我们要做经济的楷模而不是民主的楷模。新加坡的经济条件,当然,可以再上一层楼成为经济民主的双料楷模。但是,进一步开放民主,政府认为很可能会伤到经济,影响外来投资,也影响就业机会。这个过去50年的模式,不是一下子能够改变过来的。

大选反映了民主进步的大势所趋?

提出新加坡有可能成为华人社会民主楷模概念的是六四民运人士王丹。他在接受早报访问时说,新加坡大选结果广受华人社会热议,认为此次新加坡大选反映了民主进步的大势所趋,对于华人社会民主进程的影响不容忽视。新加坡大选期间网上社群的热烈参与也引起学者注意,认为这已说明了网络、青年及教育是民主进步的基本力量。

王丹进一步指出,中国大陆以往认为新加坡威权模式能够令人民满意。但此次选举让外界看到,尽管新加坡的经济发展、社会福利各方面都走在亚洲前列,可是人民缺乏参与权,还是会有所不满。人民不只是要经济成长、社会稳定,也需要参与和自由。

新加坡过去以经济为主导思想的治国方针,会不会出现改变,现在还看不出来。政府只是表示愿意听人民的意见,总理的就职演说,只是强调会将人民的不满纳入政府的政策,并且改变,调整,接纳意见。但是,经济成长,经济政策会不会做出重大改变,还不能明确的看出来。部长薪金的调整基本上不会影响经济的大方向。

经济增长放缓,将会找不到工作?

如果,我们回味一下,国家发展部长许文远在一个青年论坛上的讲话,经济方向应该不会出现大改变。除非,国人,尤其是年轻人,愿意放弃更好的就业机会。他说:现在国人不满的是人太多,太拥挤。但是,如果经济增长放缓,会有新的不满出现——刚从大学毕业的年轻人将会找不到工作。

经济增长放缓,年轻人将会找不到工作。这是部长说的。国人要做出选择。劳动市场外来人口减少,经济慢下来,国人要面对现实。

为何只懂增加劳动市场的供需,而无法提高国人的生产力?

过去,政府通过大量引进外来人力资源,所以,经济才高速增长,人人有工作,人人有好的收入。一旦,外来人口不来,我们的经济就会慢下来。这是行动党政府一向来的做法。通过劳动市场来源的增加,而不是通过提高生产力来增加国人(低收入家庭)的收入,难怪那些低收入,低教育水平,跟不上步伐的国人,深受这个经济政策的打击。

许文远认为,政府制定出来的公共政策肯定不能满足每一个人,政府修改限制外来人才人数相关的政策必然会影响经济增长,从而导致新的问题浮现。他解释说,控制外来人数会直接影响到经济增长。劳动市场扩增多少,以及生产力增加多少,都会影响经济增长的步伐。

他以去年我国取得14.5%的高经济增长为例说明,当生产力增长保持不变的时候,是劳动市场大增才促使我国能经济腾飞。但在生育率低迷的新加坡,由国人组成的劳动队伍不会增大多少,所以,是大量的外劳人数造就我国的经济增长

为什么我们无法提高国人的生产力,而一定要依赖劳动市场的人数增加来取得高增长,这样的成长,对国人的社会代价是否是太高了。

外劳还是失业,你有权选择

政府是新加坡的A队人才组成,难到只能通过劳动市场增加外劳,才能做到为国人创造就业机会,创造家园的政治责任吗?行动党是否是江郎才尽了?

现在,部长抛出两个选择,国人可以选择增加外劳,增加经济成长,有工作做,也可以选择不要增加外劳,那么就业机会减少, 很可能会失业。是这样吗,部长?要吗就增加外劳,要吗就等待失业?

根据行动党的逻辑推理出来,新加坡愿意成为华人社会的 民主楷模吗?答案应该是相当明确。

EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. When making changes, EBRC aims to achieve 3 goals: To prevent “Out of Aljunied” for Workers’ Party.  This is the most important objective. To prevent Singapore Democratic Party making any breakthrough in the North and Central.   To look for a solution to retire “negative-asset” ministers or reduce PAP damages. From the reported claims from different political parties, we will expect multi-cornered contests not only in single constituencies but also in group representative constituencies. Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party. From the instructional menu of Prism Project Primer #2, participants were guided to a situation in 2022 and they have to imagine, within the Primer framework, to come out with 3 possible scenarios in Jun-Aug 2012.  2022.
