即将到来的民选总统,将能看到行动党的不变,改进或改革


再过几个月,新加坡现任总统的任期就结束了。到时,行动党会做出怎样的安排,有没有选举,什么人又会出来选举,这些动作都将表现出行动党是否有诚意做出改变,或者是根本无心改变。直接的说,就是,行动党有没有听到选民的心声。

很快我们就会有答案了。希望,我们能够看到一个真正,有改过心,具有诚心诚意的行动党。

不变的心

当然,行动党可以利用几个月的时间让人们淡忘国会大选的热忱,忘记还有总统选举这件事。然后,静静的利用只有一位候选人的独特条件,让这个人自动当选成为总统。这是以前的老方法,现在,老调重弹多一次。

因为,新加坡只有几百人有当总统的条件,这些人都不愿意出来竞选。因此,我们只有一位,而且是千辛万苦才找到的。这种解释,大多数新加坡人很难接受。如果真的是这种结果,那行动党真的是有一颗不变的心,根本没有把选民的心声放在眼里,还是那么的自大,目中无人,不求改变,不求进步。

要么,叫两个人出来竞选,要么,修改条例,让更多人符合条件出来竞选总统,比如,资深议员可以参选,詹时中就有机会出来选总统。当然,Andrew Kuan 还有其他符合新条件的人也可以出来竞选。

如果能做到修改条例,这才叫做行动党的改进和改革。


改进的心

看样子,要想行动党修改条例,让更多人具有资格参选总统是不太可能,也不现实的。因此,充其量,我们只能盼望,行动党推出两个候选人,让选民圆一圆选总统的梦。当然,行动党也可以推出两位好好先生,让选民选择其中一位好好先生。

这表示,行动党已经知道没有选举,自动当选是很难让选民接受的。就像这次的大选,原本应该是全国选民都有的选,只是差了35秒吧了。反对党候选人还抗议说根本没有迟到。所以,选民现在期待,要有一个全国性的总统选举,来决定谁是总统的最佳人选。

因此,行动党最有可能,会推出两位值得信赖的好好先生候选人来让选民选择。这样一来,也表现出行动党的改进决心(transform)。这是大选后和大选期间,行动党一直表示要做出改变,顺应民心的一个证明。

改革的心

但是,改进和改革(reform)是不一样的。好好先生只是让选民一圆选总统的机会,但是,还是无法满足选民的期待。选民要看到改革,要看到具有为国为民服务的总统候选人,而不只是好好先生。

什么是改革型的总统候选人,例如王鼎昌这类的总统候选人。作为总统就要维护全体新加坡人的利益,从长远的角度来保护新加坡的储备,民主制度,宪法,而不是做个样子,迎接外国贵宾,出席国庆庆典。民选总统有其一定的权限,可以发挥的地方不少,只是需要一个改革型的总统,具有勇气的去执行这个神圣的任务。

很难想象行动党会改革到这个地步 - 让两位具有改革精神的总统候选人出来竞选总统。或许,在这几百个具有资格的人当中,找不到一位肯出来为国为民服务。因此,希望,行动党能够放宽条例,让更多具有献身精神的人,出来作为总统候选人。我们的条例真的是太高了,高到连奥巴马都没有资格参选新加坡总统。这样只重资历,不重人格,不考虑做事能力的总统侯选人的条例,已经跟不上新的时代需求了。

不要再开玩笑了

结局如何,很快就有分晓。希望,行动党不要再跟选民开好像“陈佩玲”这样的玩笑。认认真真的推出两位肯为国为民的总统侯选人。我们要看到一个有改革决心的行动党。而一个有良知,有改革精神的总统将能监督行动党政府向前迈进,使到新加坡不只是第一世界经济体,也拥有一个第一世界国会。

EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. When making changes, EBRC aims to achieve 3 goals: To prevent “Out of Aljunied” for Workers’ Party.  This is the most important objective. To prevent Singapore Democratic Party making any breakthrough in the North and Central.   To look for a solution to retire “negative-asset” ministers or reduce PAP damages. From the reported claims from different political parties, we will expect multi-cornered contests not only in single constituencies but also in group representative constituencies. Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party. From the instructional menu of Prism Project Primer #2, participants were guided to a situation in 2022 and they have to imagine, within the Primer framework, to come out with 3 possible scenarios in Jun-Aug 2012.  2022.
