新移民的融入需要非主流的华人社团吗?

行动党可以像50, 60年代那样利用华人社团,宗乡会馆,把新移民融入,成为自己的新力军,并继续维持政权吗?
总理在人口白皮书通过后希望新移民能够快速的融入我国社会,总统在宗乡总会的华人新年聚会上也希望华社能够协助新移民更快的融入我国社会。问题是华人社团,宗乡会馆在今天的新加坡是不是主流社交团体?和50, 60年前相比较,这些团体的社会影响力还在吗?

行动党在50 60年代,利用华人社团,华校生把自己搬上政治舞台,之后却大力打压这些团体和华文教育者。现在,由于中国的崛起,新移民的到来,为了便于沟通,为了更好的让新移民融入新加坡,就再一次的利用华社,希望通过这个管道,把新移民吸纳进来,成为新力军,再来一次重新表演自治独立前后的老戏。

老戏在新的时代背景下,能够老戏重弹吗?最少,在行动党看来是可以,行得通的。华社里那些支持行动党的人,以及利益和行动党挂钩的人,也认为可以。

事实是否如此?新加坡的主流社交活动在哪里?社交网站是其中之一。如果说以英文为主的网上社交影响力比华社来得高,应该说得过。这个网上社交在将来的影响力会越来越大,而相反的华人社团在青黄不接的背景下,很难发挥作用。

华社,宗乡会馆如果影响力很大的话,阿裕尼集选区在2011年的大选中,行动党或许还能够保住这个选区。还记得华社人士为杨荣文背书,甚至不惜得罪华文教育者吗?结果怎么样,大家都看到了成绩。

或许,行动党认为,华社做得不够,尤其在新移民的融入方面做的不够,因此需要加强。但是,新加坡的现实却是,华社已经不是主流了。就像华文华语一样,到底是那一流,我们也不清楚。新加坡的主流,应该是“新社”。

新社:一个以新加坡人作为核心的社交团体。在人口白皮书的国会辩论中,不论行动党还是工人党,大家都同意维持新加坡人的价值,精神,行为的核心理念。而辩论的重点是新加坡核心价值的持续,是建立在590万还是690万这两个数目字上面。

华社只不过是新社这个核心的一个小的组成部分。它现在的影响力,绝对不可能和5060年代的影响力作比较。华社是可以被行动党再次利用,但是效果却是大不如前。如果再加上华教人士在被利用后的失望心情,这个效果很可能会变成反效果。

新加坡华社作为中国南方语系省份的社团和会馆,又如何引导一个大中国,来自北方,更多省份,甚至港台人士融入新加坡社会?这些南方省份以外的新移民,在本身的社团活动下,可能更容易融入新加坡社会。

新移民的背景和50,60年前的旧移民比较,有很大的不同。他们的教育水平都比较高。行为处事的独立性也比较高。即使,被我们认为从事劳力,服务性质的合同工,他们的教育和独立性都比较高。地铁罢工事件中所表达出来的网上文章素质,思路,不论在哪一个方面都比老一辈的新加坡华人来得高。(甚至比现在的新加坡人来得高)因此,他们需要的融入方法,切入手段,老旧的华社未必适合他们。

那些知识水平更高的新移民,当然要挤入新加坡的主流社团,孩子呢,当然,也要送入新加坡的主流名校。华社要如何满足这些人?这些人之中,有些已经比华社的负责人,更早更快的进入新加坡主流的社交网络。

还有,新加坡的主流语言,已经不是华文华语,新移民要学习如何融入新加坡的主体,要学习如何以新式英语来沟通,来思考。还记得地铁公司的华语站名广播吗?新加坡政府不是在以英语为主流的民意下,不得不取消这项措施吗?

或许,行动党认为华社用华语和新移民沟通,效果更好,更能拉近距离。但是,跟华社拉的越近,就会离新社这个主流越远。这不是离新加坡核心价值更远了吗?或者,行动党是以选票来看这个问题,这部分非主流的铁票,很可能就是将来的造王者。

(新移民要以华文华语来沟通,在某个程度上来说,行动党并不是以语文,甚至人才的高度,作为引进人才的标准)。

物换星移,行动党没有想到50,60 年经营新加坡的结果,竟然出现一个新加坡核心,而这个核心竟然跟行动党作对,不认同行动党的所作所为。这个核心也害怕外人冲淡新加坡的价值和精神。因此,才有本星期六下午在“演说者角落”的示威活动,反对690万人口。

行动党会如何评估这个活动,群众自发是主流活动呢?还是华社是主流活动?新移民要了解新加坡核心,就要走出旧的华社和会馆,多看看新加坡的主流核心活动。

EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. When making changes, EBRC aims to achieve 3 goals: To prevent “Out of Aljunied” for Workers’ Party.  This is the most important objective. Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party. From the instructional menu of Prism Project Primer #2, participants were guided to a situation in 2022 and they have to imagine, within the Primer framework, to come out with 3 possible scenarios in Jun-Aug 2012.  2022.
