行动党政治外包的延续和扩张面临严重挑战

行动党在建国初期,就已经开始政治外包的工作,先从建屋局,人民协会和职工总会等开始,这些组织名义上不是行动党的支部,但是,它们却真正的做着行动党的外包工作,这包括收集民情,疏通政府的政策,减缓人民的不满,提供政府人民的互动管道,当然,还包括反映民间疾苦给执政者。

这些比较非经济领域的政治活动,可以说是非常成功,通过文化活动,社交活动,组屋政策,就业安排,一系列有利本地公民的活动,成功团结人民,这也使到行动党能够维持一党独大的地位。

从政治外包到政治经济外包

由于新加坡经济的不断扩大,越来越多经济活动也牵涉在政治活动内,成为行动党政治外包的延续。80年代以后出现的政联公司,淡马锡控股,新加坡政府投资公司,不只提供外包服务,同时也是行动党候选人的重要来源。

所以,从50 60 70年代的政治社会外包,延伸到80 90年代的政治经济外包, 一直到现在的集选区市镇管理外包,(甚至在一定程度上,民选总统也是一种政治外包)。这些外包活动,不断的在扩大,不断在延伸,但是,物极必反,否极泰来,这一连串的政治外包活动,现在真面临非常严重的挑战。

因为, 这整个反馈系统发生断层,发生错误信息的反映,发生一些预想不到的意外。我们看看行动党候选人的素质,群从大会,基层组织,处理民生问题,对待人民的态度等等,大概就知道这个系统出了大问题。不然,就不用聆听民意。

市镇管理外包和亲身打理的不同

有人说市镇管理,不论是外包还是亲身打理,总之是要借助其他公司为市镇服务,提供清理工作。因此,外包和不外包没有什么不同。这里有必要理清什么是外包?因为,这涉及雇用,合同,还有制衡的问题。

亲身管理的意思是市镇会雇用市镇会的工作人员。他们发出承包合同给外包公司,(也看下一段),并且监督外包公司的工作。举波东巴西为例,在人民党管理时,这16位雇员是市镇会的雇员, 市镇会要给他们薪金和缴交公积金。当行动党接手时,由于是外包服务,因此,这16位雇员,必须离职,再受聘于这家由行动党委派的外包公司。所以,这16位雇员不再是行动党波东巴西市镇会的雇员。

这么一来,这16位雇员就不能再监督外包公司的工作了。因为,外包公司才是他们的老板,市镇会不是他们的老板。他们还要听外包公司的话,还要依外包公司的指示,可能要到其他市镇会服务。这就是为何,他们必须离开波东巴西市镇会,再度受雇于新的外包公司。

这里出现一个制衡的问题,议员一人监督外包公司好呢? 还是,16位市镇会雇员监督外包公司好呢?这种情形发生在所有行动党管理监督的市镇理事会,他们都是议员在监督外包公司的工作。但是,他们这么忙,有些是部长,有些是公司董事,还有时间详细监督外包公司的工作吗?

或许,行动党会说我们相信这些外包公司的专业服务,它们一定能胜任。因为,它们都是政联公司或是政联公司出身。

市镇管理业的三国演义,有钱政府赚

根据今年一月份的数据#1,新加坡的市镇管理业务呈现的是一幕《三国演义》:全国只有三家公司承包了所有的行动党市镇会的管理业务。它们是:

East Coast, Jalan Besar, Pasir Ris - Punggol, Sembawang, Tampines,
Tanjong Pagar, Holland - Bukit Panjang and West Coast.

这是魏国,几乎全国一半的组屋由它们外包管理。

这看起来是蜀国,但却是真命天子所在地。可惜,现在地盘又少一块了。

这是吴国。坐拥江南福地,财政部长的市镇会就在这里。


政治外包延续和扩张面临严重挑战

行动党政治外包的延续和扩张, 目前正面临严重挑战。失去一个集选区,已经显示外包政治受到阻力,再延续和扩展下去,人民的反应将会更加激烈,将会得不到真实的民情反馈。

市镇管理的外包服务,以及其他的外包活动,已经使到行动党和民间隔了一层距离。亲身参与市镇管理,才是行动党议员应该做的事,不然,又怎么知道民间的疾苦。
同时,工人党将会以另一套方法管理市镇,摒弃外包服务,亲身管理,以更接近选民的态度,来亲近选民,联络选民,了解选民。

长此下去,这一来一往,行动党将会感受到越来越大的压力-人民的离心运动。

EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. When making changes, EBRC aims to achieve 3 goals: To prevent “Out of Aljunied” for Workers’ Party.  This is the most important objective. To prevent Singapore Democratic Party making any breakthrough in the North and Central.   To look for a solution to retire “negative-asset” ministers or reduce PAP damages. From the reported claims from different political parties, we will expect multi-cornered contests not only in single constituencies but also in group representative constituencies. The PAP hopes to have a repeat of 2011 Presidential Election. Then Tony Tan won the Presidency when he got only 35% of the votes, a narrow win.However, a win is still a win. Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party. From the instructional menu of Prism Project Primer #2, participants were guided to a situation in 2022 and they have to imagine, within the Primer framework, to come out with 3 possible scenarios in Jun-Aug 2012.  2022.
