罢工之联想:自食其果还是出尔反尔。


其实,从自食其果到出尔反尔,行动党问题还是一样。地铁司机罢工事件引出来的最严重问题,恐怕是没有一个(行动党的)下属肯为(行动党的)上司而牺牲。发展到全国的层面,就是百姓不愿为国为官牺牲。

如果总理在第一时间赶到事发现场,像当年他爸爸第一时间处理新航罢工事件那样,地铁的非法罢工事件就很可能会改写了。再次一些,叫个部长或者职总秘书长出面,罢工司机看着这些高官的面,也会给面子而复工。再再次一点,人力部高官或者地铁高管出面,也能缓和局面。不论谁出面,都要有所担纲,做出一些承诺,司机的心才能平静下来。或许,没有一个高官高管敢做出什么担纲来。才让局势恶化下去。

所以,我们看到的是一辆辆的红车,一队队的镇暴队。罢工司机看到这种场面,心里会是怎么想呢?

没有一个总理的下属愿意为总理出头,在第一时间出来代表政府,或者资方跟罢工司机谈判。他们只有在事情闹大了,进入司法程序后,才开始出来说话,人力部长批评地铁公司,交通部长说考虑加薪,职总秘书长说向新巴学习,地铁总裁说会有人事大震动,这些话能为总理解忧吗?如果如此,总理为何到现在还是‘沉默是金’。

下面的人没有为上面的人解忧,地铁和人力部的下层没有向上层汇报真正的情形?经理,官员没有向高管高官汇报,高管高官没有向部长汇报,部长没有向总理汇报,结果当然就是出乱子。也有一种可能,你对下面的人不好,下面的人自然就会对你不好,没有好好的汇报。当然,下面的人也包括司机在内。你对司机不好,司机就自然的对你不好。
这使人想起孟子的出尔反尔和自食其果的故事。

《出尔反尔》出自《孟子》的《梁惠王章句下》。原指你怎样对付人家;人家就会怎样对待你。现多指自己说了或做了后,又自己反悔。比喻言行前后自相矛盾;反复无常。说话不算数。 #1

主流媒体没有报道地铁公司有没有出尔反尔,我们只能假设没有出尔反尔这么回事。但是,这件事情并不是突发事件,几个月前已经向地铁公司反映了。不知,这算不算出尔反尔。

这个故事还有一个重点:国库充沛,百姓挨饿,官员没有汇报,一旦打战,人民看着官员战死也不帮忙,很可能还拍手叫好。

这里是故事的译文:

邹国与鲁国交战。邹穆公对孟子说:我的官吏死了三十三个,百姓却没有一个为他们而牺牲的。杀他们吧,杀不了那么多;不 杀他们吧,又实在恨他们眼睁睁地看着长官被杀而不去营救。到底怎么办才好呢?
 孟子回答说:灾荒年岁,您的老百姓,年老体弱的弃尸于山沟,年轻力壮的四处逃荒,差不多有上千人吧;而您的粮仓里堆满粮食,货库里装满财宝,官吏们却从来不向您报告老百姓的情况,这是他们不关心老百姓并且还残害老百姓的表现。曾子说:小心啊,小心啊!你怎样对待别人,别人也会怎样对待你。现在就是老百姓报复他们的时候了。您不要归罪于老百姓吧!只要您施行仁政,老百姓自然就会亲近他们的领导人,肯为他们的长官而牺牲了。”#1

下层官员和下层雇员的处境如果也和巴士司机的遭遇相去不远,那么,当他们看到上层出事,也一样会抱着幸灾乐祸的心态。所以,地铁总裁才说会有人事大地震。但是,地震过后,就真的能解决问题吗?

最令人担心(还加上同情)的是总理,他辛辛苦苦努力为高官高管争取到的高薪,在最需要帮忙的时刻,却没有一个人出来替他挡上一箭。而他也只好默默无言,就像大多数新加坡人一样,属于沉默无感的人。

总理或许需要反思,什么人在最后的关头会挺身而出为国为民。高薪养廉的结果是养出一大推在关键时刻,不愿为他出头的高管高官,他还是把这个好处与人民分享比较好,因为,在这么多人中,肯定有几个人会为国为民而牺牲。

EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. When making changes, EBRC aims to achieve 3 goals: To prevent “Out of Aljunied” for Workers’ Party.  This is the most important objective. To prevent Singapore Democratic Party making any breakthrough in the North and Central.   To look for a solution to retire “negative-asset” ministers or reduce PAP damages. From the reported claims from different political parties, we will expect multi-cornered contests not only in single constituencies but also in group representative constituencies. Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party. From the instructional menu of Prism Project Primer #2, participants were guided to a situation in 2022 and they have to imagine, within the Primer framework, to come out with 3 possible scenarios in Jun-Aug 2012.  2022.
