到有利可图的投资、投机?

再到贫富差距越来越大。


建屋发展局兴建组屋的原初目地,是让收入低的人群,有房子住,同时提供良好的卫生环境,避免出现贫民区。


后来,随着人均收入增加,公积金存款增加,为了配合人民的需求,政府就兴建大的房子,设计更加

舒适的组屋。当然,售价也提高了。不过,不用担心,因为,组屋只有上涨的空间,没有下跌的风险。


政府鼓励人民拥有组屋。把组屋当成资产,而不是单单只是居住用途。为了让资产成为商品,可以自由转换屋主,因此,转售市场不断扩大。已经成为一个有利可图的投资机会,甚至几乎成为无风险的投机行为。


新组屋,转售组屋,公积金,借贷,银行,利息,层层相扣,形成一个无比庞大的金融投资、投机系统。它不但影响公共组屋,也深深的影响私人房地产。这里面常常看到upgrading提升,小屋升大屋,大屋升私人房产。随着人口老化,现在,也出现downgrading套现养老。


要参与这个投资、投机的活动,手上没有钱,就会寸步难行。因此,一个具有社会主义味道的居者有其屋,在组屋市场化后,就变成谁先分到,谁有钱先买,谁就先赚到。为民服务,父母有钱,家里有钱,就能够钱生钱,提升机会就越多。而没有钱的人,尤其是住在租赁组屋的低收入家庭,既没有投资,更加不用说投机了。


新加坡目前大约有5、6万的租赁组屋单位,这些人不可能参与组屋的资产化,也不可能套现,而他们与其他的新加坡人相比,贫富差距越来越大。这群人似乎和新加坡高经济增长无关,为了弥补巨大的贫富差距,政府只好选择性的出钱让低收入家庭能够拥有组屋。


但是,低收入,低工资,甚至就业机会,都变成一种无法提升的现实。巨大的贫富差距无法解决,当然,组屋的可负担性,就成了一项严峻的挑战。行动党政府深陷两难之中,如何做到照顾每一个新加坡人?

Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party. EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. When making changes, EBRC aims to achieve 3 goals: To prevent “Out of Aljunied” for Workers’ Party.  This is the most important objective. To prevent Singapore Democratic Party making any breakthrough in the North and Central.   To look for a solution to retire “negative-asset” ministers or reduce PAP damages. From the reported claims from different political parties, we will expect multi-cornered contests not only in single constituencies but also in group representative constituencies. The PAP hopes to have a repeat of 2011 Presidential Election. Then Tony Tan won the Presidency when he got only 35% of the votes, a narrow win.However, a win is still a win.
