意思是说，政府已经尽力一切努力，为中下层人民做出努力，帮忙他们度过难关。同时，政府也为他们争取到最大、最多的利益和援助。

政府已经做到礼义廉耻，大家也应该心安了。中下层人民获得有尊严的帮助，政府也尽了义务，在高薪养廉的旗帜下，完成符合立法、礼法的需要。

好一个心安理得。政府心安，人民心安。大家携手开拓前进路，陶醉在竭力帮助、获利最多的歌功颂德中。

事实上，谁才是真正的最终赢家。
