变化中的新社会契约,黄循财不可沉重之重?信任PAP,未必能够完成新加坡梦



202651日的劳动节集会上,新加坡总理黄循财在演说中一度哽咽、流泪。这一幕在向来以冷峻、理性著称的新加坡政坛引起了不小的震动。对于这位在2025年大选后正式接过重担的领导人来说,那几滴眼泪不仅是对撤侨行动中“欢迎回家”的感性回应,更像是在全球地缘政治暴风雨中,对国家前途感受到的一种“不可承受之重”。

然而,在2026年的今天,新加坡人——尤其是年轻一代——正以前所未有的冷静甚至怀疑,审视着这份感性。大家都在问:眼泪能解决生存问题吗?当旧的“新加坡模式”走到尽头,单凭对行动党(PAP)的盲目信任,是否还能撑起我们的“新加坡梦”?


2026年:“孤独小红点”的集体焦虑

步入2026年,世界格局发生了剧变。阿联酋(UAE)正式退出欧佩克(OPEC),选择“单飞”以最大化其石油利益。这一举动向世界传递了一个残酷的信号:大联盟时代正在瓦解,每个国家都在为自己打算。

对于新加坡这个没有天然资源的“孤独小红点”来说,这种趋势是致命的。由于霍尔木兹海峡的持续动荡,能源价格飙升,通胀压力如影随形。过去,我们依赖东盟(ASEAN)作为缓冲,依赖全球化作为引擎;但现在,邻国纷纷转向保护主义,全球供应链支离破碎。新加坡发现自己正处于一个前所未有的孤立状态:我们与西方金融体系深度绑定,却又在亚洲地缘裂痕中瑟瑟发抖。 这种“孤独感”让2026年成为了新加坡人的“焦虑元年”。

旧契约的崩塌:信任不再换取必然的增长

长期以来,新加坡有一份不成文的“社会契约”:“给PAP信任,PAP给你增长。”

只要生活水平在提高,国民愿意在某种程度上交出政治权力和知情权。但到了2026年,这个公式失灵了。尽管政府交出了不俗的经济增长数据,但普通人的体感却是极度的“痛苦”:

  • 增长但不增收: 2026年的增长主要由AI和高科技金融驱动,底层甚至中产阶级的职位正被迅速取代。

  • 成本危机: 面对飙升的电费和租金,政府推出的10亿新元援助包(Support Package)在民众眼中不过是杯水车薪。

当“增长”的红利无法惠及大多数人时,那份建立在“增长”基础上的“信任”就开始动摇。

黑箱”里的储备金:是护盾还是遮羞布?

在这次社会契约的裂痕中,关于国家储备金的争议达到了顶点。

政府始终坚持储备金的数额是“国家机密”,理由是防止金融攻击。但在2026年,这种说法遭到了前所未有的挑战。民众的逻辑很简单:如果挪威可以透明化管理并获得更高回报,为什么新加坡不行?

大家担心的不再是外来的金融大鳄,而是内部的“管理失误”。由于缺乏透明度,民众开始怀疑:

  1. 管理指令是否正确? 当GIC(新加坡政府投资公司)追求所谓的“稳健”而错过科技牛市时,这种保守是否变相缩减了我们的未来?

  2. 专业人士是否被束缚? 即使聘请了全球最顶尖的金融人才,如果政府给出的指令是“政治维稳大于财富增值”,那么管理再专业也无法扭转贬值的命运。

在年轻人眼中,秘密不仅意味着安全,往往也意味着“无法问责”。

结语:不可承受之重

黄循财总理的眼泪,映射出新加坡模式正处于一个极其尴尬的转折点。过去那种“家长式”的、不透明的治理方式,正面临受过高等教育、具备全球视野的年轻一代的挑战。

2026年的现实告诉我们:信任不是给出来的,而是赢回来的。

如果政府继续要求民众在不透明的情况下“盲目相信”,那么这份信任终将枯竭。新加坡梦的实现,不能再仅仅依赖于对一个政党的信仰,而必须建立在更公平的分配、更透明的制度以及更具前瞻性的管理之上。

在这个动荡的2026年,新加坡需要的不仅仅是一个会流泪的领袖,更需要一个敢于打开“黑箱”、重新审视社会契约、让“小红点”真正具备单飞实力的领航者。信任PAP,已经未必能等同于完成新加坡梦。我们需要的,是真相

Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party. EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. When making changes, EBRC aims to achieve 3 goals: To prevent “Out of Aljunied” for Workers’ Party.  This is the most important objective.
