 社会衰退侵蚀公共信任:4G与5G领导层面临的“新政治博弈”

在过去很长一段时间里,新加坡的治理模式建立在一个简单而高效的假设上:政府提供经济增长、基础设施与社会秩序,民众则给予高度的政治信任与顺从。然而,随着“社会衰退”(Social Recession)现象的加剧——人际圈子收缩、邻里与社区纽带弱化、孤独感与阶层隔阂上升——这一传统契约正在悄然失效。

社会衰退看似是一个社会心理或生活方式问题,实则构成了对公共信任的深层侵蚀,更彻底改变了执政党(人民行动党)的政治赛局。对于以黄循财为首的4G以及正在接班的5G领导层而言,这无疑是一场前所未有的重大挑战。

一、 从“横向信任”的崩解,到“纵向信任”的危机

社会衰退最直接的后果,是横向信任(人与人之间的信任)的流失。在精英绩效制与高压竞争下,人们疲于“社会阶梯的攀爬”,将彼此视为潜在的竞争对手而非同路人。当社交圈子日益同质化、阶层分化加剧,社会各群体之间的同理心便会迅速枯竭。

这种横向信任的缺失,最终必然反噬纵向信任(民众对政府和制度的信任):

  • 功利化与冷漠化: 当民众缺乏社区归属感,他们与国家的关系就变成了纯粹的“交易”。支持率不再来自于情感上的认同,而仅仅取决于“今年派发了多少礼券”或“房价是否合理”。一旦经济放缓,这种交易型信任将极其脆弱。

  • 官方叙事的失灵: 过去依赖“危机感”(如1965年建国艰难)和“父爱式权威”的动员方式,在社交孤立、信息碎片化的当代选民(特别是年轻一代)眼中,极易被解读为高高在上的教条,甚至引发反感。

二、 旧套路失效:人民协会与官方框架的局限

面对社会衰退,传统的政治应对策略显得有些力不从心。

以人民协会(PA)为代表的基层网络,长期以来习惯于“自上而下”地组织活动和传达政策。然而,在社会衰退的背景下,民众需要的是自发、真实且平等的横向连接,而非被层层官僚体系包装过的社区项目。当官方机构试图“管理”甚至“垄断”社区生活的所有空间时,反而挤压了民间自发组织的空间,导致民众产生政治疲劳与边缘感。

三、 4G与5G领导层的“新政治赛局”

面对日趋冷漠与审慎的选民,4G和5G领导层无法再照搬建国先驱的旧剧本。要逆转社会衰退并重建公共信任,政治赛局必须发生根本性的转变:

  1. 从“自上而下管理”转向“放权与赋能”: 政府需要学会“适度退后”,将社区的主导权还给民众。减少对民间自发组织的行政限制,容许不带官方色彩的自发纽带自然生长。信任无法被行政命令“制造”,只能在自由的互动中萌芽。

  2. 从“GDP优先”转向“社会韧性与再分配”: 虽然经济增长依然重要,但它已无法单独解决孤独感、心理健康以及阶层固化的焦虑。如《新加坡前进运动》(Forward Singapore)所尝试的,政策重心必须进一步向减轻社会竞争内耗、完善底层安全网以及重新定义“成功”倾斜。

  3. 从“完美包办”转向“拥抱真实与多元”: 年轻选民与新公民不再期待一个“永不犯错”的政府,而是渴望一个“愿意倾听、敢于展现脆弱与包容多元”的伙伴。在面对历史争议、选区战术部署或政策磨合时,坦诚与制度透明度比精美的公关修饰更能赢得新一代的尊重。

结语

社会衰退不是一场可以用“发津贴”或“建新设施”快速解决的危机。它是一场关于“新加坡人如何定义共同体”的深层考验。

对人民行动党的新一代领导层而言,这场赛局的胜负,不再取决于能否维持一个控制精密的社会,而取决于是否有勇气释放控制权,在一个更加多元、批判且孤立的社会中,重新赢得人心。

Is Prism Project Another Central Planning of the PAP?

There are 3 scenarios under the Prism Project#1 of Institute of Public Policy.  However, it looks more like the central scenario planning of the People’s Action Party. EBRC objectives: Stop “Out of Aljunied”, Stop SDP Breakthrough and “Negative-Asset” Ministers.

First of all, we have to congratulate the Electoral Boundaries Review Committee for creating more competitions, especially, multi-cornered competitions in the East. When making changes, EBRC aims to achieve 3 goals: To prevent “Out of Aljunied” for Workers’ Party.  This is the most important objective. To prevent Singapore Democratic Party making any breakthrough in the North and Central.   To look for a solution to retire “negative-asset” ministers or reduce PAP damages. From the reported claims from different political parties, we will expect multi-cornered contests not only in single constituencies but also in group representative constituencies. The PAP hopes to have a repeat of 2011 Presidential Election. Then Tony Tan won the Presidency when he got only 35% of the votes, a narrow win.However, a win is still a win.
